The notifier service sends the marker an "incomplete" notification but does not send this to the manager, Have I missed a configuration option, is this a bug or is this by design? Incomplete notifications to the manager are as important as unmarked notifications.

I've taken a look at the relevant function and find it works as designed - the notification of incomplete registers is sent to both marker and manager (if configured). However, what you may find is that the notifications for a given register are not always delivered at exactly the same time to both marker and manager. Notification Service collates and sends notifications of this type in batches in order to limit the number of emails dispatched to individuals whilst ensuring notification in a timely way.
